QS/Billing Manager

Strong knowledge of quantity surveying, BOQ preparation, estimation and project costing for real estate and construction projects. Expertise in preparing, checking and certifying contractor, subcontractor and client bills, including RA Bills and final bills. Proficiency in quantity measurement, rate analysis, abstract sheets, reconciliation statements and BBS verification. Good understanding of civil construction methods, drawings, specifications, work sequencing and site execution. Ability to verify actual work completed at site against approved drawings, BOQ, work orders and contractor submissions. Strong knowledge of contract management, including work orders, tender documents, payment terms, deviations, variations, claims and escalation clauses. Experience in cost control, budget monitoring, cash-flow planning and project financial forecasting across multiple projects.

2 Key Responsibilities

  • Ability to identify billing discrepancies, duplicate claims, excess quantities and commercial risks through effective billing audit and cost governance.
  • Advanced skills in MS Excel, including quantity calculations, rate analysis, MIS reports, reconciliation and project cost trackers.
  • Working knowledge of AutoCAD for reading and interpreting drawings.
  • Familiarity with billing and project-management software such as ERP/SAP, Primavera, MS Project, Tally, Candy or CostX.
  • Ability to prepare project-wise and consolidated MIS reports covering work progress, billing status, outstanding bills, costs and variations.
  • Strong coordination skills for working with project managers, site engineers, architects, consultants, contractors, procurement, contracts, accounts and management.
  • Effective contractor and vendor management, including resolving billing queries and following up on documentation and payments.
  • Strong negotiation, communication and presentation skills.
  • Excellent numerical accuracy, analytical ability and attention to detail.
  • Ability to manage multiple projects, sites and billing cycles simultaneously while meeting deadlines.
  • Strong leadership skills with the ability to guide and review the work of quantity surveyors, billing engineers and site teams.
  • Proactive approach to problem-solving, decision-making and preventing cost overruns.
  • High level of integrity, confidentiality, accountability and compliance with company procedures.
